In a statement Sunday, President Nicolas Sarkozy's office said the helicopter's wreckage was discovered under 115 feet (35 meters) of water.
Two soldiers were already been confirmed dead and two were rescued following Saturday's crash.
The helicopter went down shortly after taking off from a French naval vessel participating in joint exercises with Gabon forces. The craft went down off Nyogne, a village between the west African country's capital, Libreville, and the oil port of Port Gentil.
The cause of the crash was not immediately known.
